Domesday Book names neither Haslemere nor Shottermill, though the land lay within the hundreds of Farnham and Godalming. A chapel at Piperham, belonging to Chiddingfold, was recorded in 1180. The name appears as Heselmere in 1221, when Richard Poore, Bishop of Salisbury, received permission for a market. Richard II confirmed this in 1397 and allowed an annual fair. By the early 16th century Haslemere was a Parliamentary borough with two MPs until 1832 and the Crown bought it from the bishops around 1540. Elizabeth I issued a new charter in 1596. The town began to expand after the railway opened in 1859 and it became an Urban District in 1913.
