A Roman burial of a young woman, dated to between 230 and 390 CE, was found on the Hookhills estate in 1993. A first church of timber was probably put up in the eighth century. The name comes from the Anglo-Saxon personal name Pæga joined to words meaning the people of an estate. In late Saxon times the manor belonged to Leofric, Bishop of Exeter. Domesday Book of 1086 records the place as Peintone in the hundred of Kerswell. Later bishops built the Bishop's Palace beside the parish church. In 1294 Edward I granted the bishops a charter permitting a market every week and a fair every year. The railway opened to passengers on 2 August 1859. Isaac Merritt Singer had Oldway Mansion built in the 1870s. The area has 145 listed buildings including the Grade I Parish Church of St John the Baptist.
